PMU seeks Terms of Reference (ToR) for Results Framework Development Using Outcome Harvesting, Outcome Mapping.

PMU is looking for a skilled consultant or consultancy firm to design and facilitate the development of a comprehensive Results Framework that integrates Outcome Mapping and Outcome Harvesting, in close collaboration with PMU and its implementing partners in Ukraine. The framework should support a participatory and adaptive management approach, strengthen learning in a complex environment, and ensure that right holders’ perspectives are meaningfully incorporated. It should provide a common language and methodology for all programme stakeholders and contribute to strengthening the collective impact of the programme. From March/April to August 2026.
