Médecins Sans Frontières - Stockholm Evaluation Unit (SEU) is looking for two experienced Evaluators – consisting of one expert in the rehabilitation of Victim of Torture (VoT) and one with MSF senior experience – to conduct a transversal evaluation of four VoT projects being currently implemented.
With a common general design (multidisciplinary or interdisciplinary team composition, comprehensive case management, patient-centred approach, holistic ambitions, etc.), the four projects evolved in different ways, reflecting either contextual specific features, or localised mission’s ambitions. However, all projects primary target population is comprised of migrants, refugees and asylum seekers, alien nationals in their context of operations.
By looking at the projects transversally, this evaluation should identify the success factors within the rehabilitation process which are under the control of MSF, within its defined mandate, and where MSF has a comparative advantage and tangible added value.
This formative evaluation will contribute to building MSF’s knowledge in the form of general practices and principles, in order to draw contextual specific scope of activities where MSF will have the most contributions towards the objective of rehabilitation of VoT, and within an appropriate medical and humanitarian ethical framework. Concomitantly, the evaluation will identify the most effective and efficient programme components which could be integrated in others MSF projects in various contexts, targeting non-exclusively third-country nationals, and in a non-vertical manner.
